Arduino Uno + Radio Control + Arduino NANO

I am trying using an Arudino NANO to manage the PMW signals from the radio control receiver. The NANO will then send serial messages (with checksum) to the processing microcontrollers. Microcontrollers can process the PWM signals directly and they are typically 3.3volts, but can go it 5volts if the ground cable gets lose.
